Loot assignment is determined by the following conditions :
Attendance - This ensures that those raiders who are the most consistent will get the loot, thus ensuring overall raid progression. (80% minimum to be prioritized for loot; see example scenarios below) *See note below for Attendance as pertains to active duty military.
DKP - you can win loot even if dkp balance is negative.
Paladin X has 100 DKP and 80% attendance. Paladin Y has 75 DKP and 80% attendance. Loot is given to Paladin X.
Mage X has 100 DKP and 74% attendance. Mage Y has 75 DKP and 80% attendance. Loot is given to Mage Y.
Loot priority is simply this:
Member MS > Recruit MS > Tertiary (Member>Recruit) > Member OS > Recruit OS > Trials
Basically MS > MS:Tertiary > OS > Trials
If an item drops that is wanted by both a member and a recruit, then the item is deferred to the member regardless of attendance or DKP. Plainly stated, Recruits are an unproven risk.
Note that GM/Officers/Class Leaders/Senior Members are all defined as "Members" for loot determination.
Legendary Replacement Loot
If you're taking an item to use when swapping around legendaries for your MS, the item is considered MS
We are removing the concept of tertiary loot from items that are not tier tokens. Warforged/Titanforged/Socket is MS or OS. I realize this may dissuade people from taking minor upgrades, however it should not. DKP is a renewable resource.
This does not apply to tier or true tertiary stats ( speed, leech or indestructable). If you have a tier item, and want to roll for a chance on an upgrade you may still roll tertiary on tier tokens. Same for one of the three tertiary stats - If you have the item, same ilvl, and want the drop simply because it has one of the three tertiary stats on it, you can put your name in to receive it at no cost.
Example: you have Heroic Gloves of Gloving ilvl 900.
Gloves of Gloving ilvl 900 + socket drop - this would NOT be a tertiary upgrade.
Gloves of Gloving ilvl 905 (warforged) drop - this would NOT be a tertiary upgrade.
Gloves of Gloving ilvl 900 + leech drop - this WOULD be a tertiary upgrade
Note: You cannot roll tertiary on tier until you have spent MS dkp on that same level tier. If Mythic tier drops, even if you have heroic titanforged tier, you must still spend dkp on the mythic tier the first time.
One of the biggest challenges with handling OS loot is that people may find themselves without a distinct main spec. A warrior may play arms for 45% of the fights, and fury for 55%, or a rogue may switch between sub and assasination. Your OS is the spec you play least. This is largely an honor based system, just don't be an asshole by trying to claim loot for your MS as OS, and it will work out.
Loot priority is MS > MS:Tertiary > OS
DKP cost for OS loot is 50% of the normal cost.
OS loot falls in our normal loot distribution system, dkp + attendance will determine who gets the item.
OTHER LOOT ISSUES
Selling or trading items paid by DKP to another guildie/raider in exchange for gold or other forms of compensation such as but not limited to, gold or "passing on next X item" will result in immediate gkick.
Raiders are limited to 1 Item per boss kill UNLESS the items being bidded on are going to Off-Spec or Disenchant.
If you roll on a piece of loot for OS or Transmog, and you turn around and use it for MS without notifying the loot handler, it will be charged triple the base MS DKP of the item.
Members who miss raid due to military service will not be counted as missing for attendance purposes. When they return, they will be at the attendance level they were when they left. They won't gain DKP for the raids missed, but they won't lose attendance for their absence.
Basically, when a member returns from miliatry service, they won't have to climb out of negative attendance hole to get back over the 80% threshold.
